To download the file, right click on the icon and select 'Save Link As', then change the last three letters of the file name to '.lab' in place of '.pdf' and save the file either on your U: drive or on the desktop. Start the Logal Explorer program as instructed in the lab manual. Click File->Open lab, then find the Chem11.lab file and open it. If you saved it on the desktop, you can find it by going to C:\Docume~1\[yourlogin]\Desktop, where [yourlogin] is a folder with your login name.
